(The Ciaotou Incident-Ciaotou Railway Station & Kaohsiung MRT Ciaotou Sugar Refinery Station)

In August 1978, the former Magistrate of Kaohsiung County Yu Tung-Fa and his son Yu Ruei-Yuan were detained and charged with espionage for concealing and propagandaing for China communism. His sentence of 8 years intrigued wide criticism and opposition from the group of political dissidents (called as “Tangwai” or “outside the ruling party” at that time), and later Tangwai became convinced that the arrest of Yu was to avert and quell down burgeoning nationwide Tangwai movement. On January 22nd, 1979, the first public political protest and parade in Taiwan since the imposition of the martial law in 1949, broke out in Ciaotou, hence the name “Ciaotou Incident”.

Ciaotou Sugar Factory was right next to the place where the Incident took place. Being built in 1901 and defunct in 1999, this historic site for tourists was the first modern sugar manufacturing plant in Taiwan. The area of the Factory is characterized by its steel, Japanese and lotus style buildings, nostalgic steam locomotives, and other Japanese monuments. The KMRT station in front of the Factory is designed on the theme of “The Land of Sugar and Home of Butterflies”, symbolizing an image combination of the local sugar industry and artistic glassware works on butterfly.

Civic engagement for societal development is a key issue to human rights cities. Ciaotou, a small town in the Southern Taiwan, witnessed the rise and fall of sugar industry in Taiwan and engraved on the history of Taiwanese human rights.
